Provision of security services by the Security Department (Decree of the President of the Republic of Belarus of 04.06.2004 No. 268)

Decree of the President of the Republic of Belarus No. 268 of 04.06.2004 (hereinafter referred to as Decree No. 268) is dedicated to the regulation of the activities of the internal affairs bodies of the Republic of Belarus. This document approved regulations defining the structure, tasks, and functions of the units within the system of the Ministry of Internal Affairs.

The Security Department of the Ministry of Internal Affairs is a structure operating under Decree No. 268 (as amended in 2004 and later), which carries out the protection of facilities, citizens' property, and security control.

Main Functions and Tasks:

Facility Protection: physical and remote monitoring, as well as property protection under contracts.

Order Maintenance: patrolling and maintaining public order at assigned facilities.

Regulation and Licensing: control of technical security systems and issuance of licenses for security activities.

 

Decree No. 268 regulates the activities of the Security Department as a state body, ensuring official contractual services, material liability for property safety, and response by armed groups. Property owners should consider the necessity of installing certified equipment by the Department's specialists, as well as the obligations to provide access to the facility and pay for false alarms.

Important Legal and Practical Nuances:

Right of Entry: Security police officers have the legal right to enter your dwelling in your absence if the alarm is triggered and there is suspicion of a crime (Article 27 of the Law "On Internal Affairs Bodies," whose activities are regulated by the Decree).

Provision of Duplicate Keys: You are obliged to provide the security unit with sets of keys to entrance doors (and gates/wicket gates) so that the patrol can inspect the facility in case of an "alarm." Keys are stored in special sealed safes.

Material Liability: The Department bears real financial liability for theft, but only within the amount specified in the contract (property valuation), and only if the theft occurred due to the fault of the security service (e.g., the patrol did not arrive on time).

Reinforcement Requirements: The security service will not accept a facility "as is." You will have to comply with their requirements: install reliable locks, and on the first/last floors, glaze balconies in a specific way or install grilles/sensors on windows.

Adherence to Operating Rules: You are obliged to strictly adhere to the rules for arming/disarming the protected object. Systematic violation of the rules (forgetting to disarm, leaving a window open, which leads to a false alarm) may result in the termination of the contract by the Ministry of Internal Affairs.
