The Verkhnedvinsk District Executive Committee hereby informs that by Resolution of the Ministry of Economy, Ministry of Finance, and Ministry of Architecture and Construction dated 30.01.2026 No. 6/8/7 "On Amendments to the Resolution of the Ministry of Economy of the Republic of Belarus, the Ministry of Finance of the Republic of Belarus, and the Ministry of Architecture and Construction of the Republic of Belarus dated February 27, 2009 No. 37/18/6" (hereinafter referred to as Resolution No. 6/8/7), amendments have been made to certain norms of the Instruction on the Procedure for Amortization of Fixed Assets and Intangible Assets (hereinafter referred to as the Instruction).
Some of the adjustments are editorial in nature. The main changes concern the amortization of breeding stock of cattle, as well as the tax accounting of depreciation of fixed assets acquired with budget funds and extrabudgetary state funds.
A norm has been added according to which organizations and individual entrepreneurs producing agricultural products have the right not to accrue depreciation on breeding stock. Previously, only working animals were listed among the exceptions. In the new version of the Instruction, breeding stock of cattle has been added to the exceptions. This means that from 01.01.2026, the right not to accrue depreciation on breeding stock of cattle does not apply (subparagraph 6 of paragraph 1 of Resolution No. 6/8/7). Depreciation is carried out in the generally established manner provided for by the Instruction.
At the same time, organizations retain the right to decide on the accrual (non-accrual) of depreciation for other breeding stock, in addition to cattle (pigs, sheep, goats, etc.), as well as working animals.
The procedure for reflecting depreciation on certain fixed asset items in terms of the increase in value from their revaluation is changing. The change applies to certain types of fixed asset items listed in the second part of paragraph 45 of the Instruction (navigable hydraulic structures, housing stock objects, landscaping objects, public roads, etc.) created (acquired, received, modified) using republican and (or) local budgets and state extrabudgetary funds.
In order to prevent additional losses for organizations that account for assets created (acquired, received, modified) at the expense of republican and (or) local budgets and state extra-budgetary funds, Resolution No. 6/8/7 provides (paragraph 45 of the Instructions) for the inclusion of depreciation amounts:
For the part of the cost formed at the expense of the specified budget funds, as well as for the part of the revaluation and (or) impairment amounts of this cost – in other expenses (without attributing to production costs);
For the part of the cost not formed at the expense of budget funds, as well as for the revaluation and (or) impairment amounts of this cost – in production costs, sales costs in the generally established manner.
Budgetary organizations are not affected by the changes. As before, they attribute depreciation charges for the fixed assets mentioned above to the reduction of the fixed asset fund (subparagraphs 9 and 10 of paragraph 1 of Resolution No. 6/8/7).
The Resolution enters into force after official publication and Applies to relations that arose from January 1, 2026.
