Regarding the incident with the mobile crane
In the current year, 16 emergencies have occurred in the Republic of Belarus during the operation of lifting cranes, including 8 accidents, 2 of which were fatal.
In order to prevent incidents with lifting cranes, we are sending information for dissemination to crane owners.
In the village of Esipova Rudnya, Maloavtyukovsky village council, Kalinkovichi district, Gomel region, on October 2, 2023, during the demolition of a blocked residential building with the involvement of a truck crane (MAZ5337-KS 3579) owned by an individual, a fatal accident occurred. Violations of the requirements of the Rules for ensuring industrial safety of lifting cranes, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus No. 66 of December 22, 2018, were established:
operation of the truck crane by a private individual without registering the lifting crane with the State Industrial Supervision;
the truck crane has not undergone technical inspection, technical diagnostics, or annual technical condition control;
there are no entries in the lifting crane's passport or logbook regarding the permission to operate the lifting crane;
work at the facility was carried out without a permit for work execution;
persons responsible for maintaining the lifting crane in good working order, and persons responsible for the safe execution of work with lifting cranes, who have undergone the necessary training and knowledge verification in the field of industrial safety, have not been appointed;
crane work was performed by a crane operator (crane driver) who had not passed the industrial safety knowledge verification;
cargo slinging was carried out by employees who had not undergone the necessary training and knowledge verification in the field of industrial safety;
the truck-mounted lifting crane lacks a passport;
work was carried out in the absence of a work execution project.
