Monitoring of facilities was carried out

From March 16 to 22, 2023, inspectors of the supervision and prevention sector of the Verkhnedvinsk District Department for Emergency Situations conducted monitoring at the following facilities: OJSC "Invett" (Director Gromadko Sergey Nikolaevich); dormitories of OJSC "Verkhnedvinsk Rayagropromservice" (Director Valkov Sergey Viktorovich) and dormitories of Verkhnedvinsk GRUPP Housing and Communal Services (Director Khalanskaya Natalia Alexandrovna).

Following the monitoring, violations of fire safety requirements were identified, which do not pose a threat to national security, harm to the life and health of the population, or the environment, namely:

OJSC "Invett":

- Under the span of evacuation staircase No. 2 in the dormitory building at the village of Bigosovo, Molodezhnaya Street, house 7, a room has been set up containing combustible materials (paper, wooden products);

- The exit door from the gallery staircase to the workshop in the administrative and utility building is not equipped with a self-closing device;

- The evacuation route (from the gallery staircase to the workshop) in the administrative and utility building is not marked with fire safety signs in accordance with the established technical regulatory legal act, and also some of the existing "Exit" signs in the administrative and utility building are installed not in accordance with the requirements of the TNPA (placed on the door leaf, not above it);

- Smoking is permitted outside specially equipped areas (welding shop, painting shop, and rotational molding shop (behind line 4));

- The evacuation plans for people in case of fire from the administrative and utility building do not comply with the form determined by the Ministry of Emergency Situations in the Decree of the Ministry of Emergency Situations of the Republic of Belarus dated December 21, 2021 No. 82 "On Ensuring Fire Safety";

- Fire extinguishers in the painting shop building are not stored (placed) in accordance with the recommendations (manuals) of their manufacturers (fire extinguishers are placed on the floor, not mounted on a vertical structure at a height of no more than 1.5 m from the floor level to the lower end of the fire extinguisher, or installed in a fire cabinet, or on a special stand);

- The signs indicating the explosion and fire hazard category, placed on the outer side of the doors (gates) of production and warehouse buildings (premises) of OJSC "Invett" do not meet the requirements;

- The administrative and utility building is not equipped with an automatic fire alarm system (previously, a fire alarm system was present, with broken sections of loops with heat detectors).

Dormitories of OJSC "Verkhnedvinsk Rayagropromservice":

- doors to stairwells are not equipped with self-closing devices and seals in the rebates, and they are allowed to be fixed in the open position;

- on the first and second floors, the finishing of evacuation routes (floors, walls) is made of materials with unknown fire-technical characteristics;

- the steps of the stair flights of emergency evacuation routes do not comply with the requirements of TNPA;

- the fire evacuation plan has not been developed in accordance with the form defined by the Ministry of Emergency Situations in the Decree of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 "On ensuring fire safety".

Dormitories of Verkhnedvinsk GRUPP ZhKKh:

Dormitory at the address: Verkhnedvinsk, Kobzun Street, Building 6:

- doors to stairwell No. 1 and No. 2 are not equipped with self-closing devices and seals in the rebates, and they are allowed to be fixed in the open position;

- on the first, second, and third floors, the finishing of evacuation routes (floor) is made of materials with unknown fire-technical characteristics (linoleum);

- combustible materials (bicycles and baby strollers) are allowed to be placed under the flights of evacuation stairwells No. 1 and No. 2;

- the operability and serviceability of fire protection and fire extinguishing means are not ensured (fire hose nozzle is missing in PC-10;

- the operability and serviceability of fire protection and fire extinguishing means, as well as their constant readiness for use, are not ensured (fire extinguishers located in PC-5 and PC-7 have expired recharge dates);

- in the basement, fire automation equipment is not marked with fire safety signs;

- operation of premises not in accordance with design documentation and operating documentation is allowed (kitchen premises are used as storage and utility rooms).

Dormitory at the address: Verkhnedvinsk, Kobzun Street, Building 6A:

- combustible materials (bicycles and baby strollers) are allowed to be placed under the flights of evacuation stairwells No. 1 and No. 2;

- on the first and second floors, fire extinguishers are not maintained in accordance with the recommendations (manuals) of their manufacturers (fire extinguishers lack nozzles);

- doors to stairwell No. 1 and No. 2 are not equipped with self-closing devices and seals in the rebates, and they are allowed to be fixed in the open position;

- on the second and third floors, the finishing of evacuation routes (flooring) is made of materials with unknown fire-technical characteristics;

- operation of premises not in accordance with design documentation and operating documentation is permitted (kitchen premises are used as storage and utility rooms).

Dormitory at the address: Verkhnedvinsk, Pervomayskaya St., 50:

- combustible materials (bicycles and baby carriages) are allowed to be stored under the flights of evacuation stairwells No. 1 and No. 2;

- exit doors to stairwells No. 1 and No. 2 are not equipped with self-closing and sealing devices in the rebates, and their fixation in the open position is permitted;

- operation of premises not in accordance with design documentation and operating documentation is permitted (the kitchen premises are used for unintended purposes).

Having analyzed the results of monitoring and preventive measures at these facilities, carried out by the state fire supervision bodies of the Verkhnedvinsk district, it is concluded that the managers and officials are taking certain measures to comply with fire safety requirements, however, they require improvement.

Recommendations have been sent to these managers to eliminate the fire safety violations identified during the monitoring.

The Ministry of Emergency Situations reminds that in accordance with Art. 20 of the Law of the Republic of Belarus "On Fire Safety", heads of organizations must ensure fire safety and fire prevention regulations in their respective organizations.
