Results of prosecutorial supervision in the field of combating corruption
The fight against corruption is a priority area of supervision within the prosecutor's offices.
The district prosecutor's office has analyzed the work of organizations in the Verkhnedvinsk district regarding compliance with anti-corruption legislation, as well as legislation on the procurement of goods (works, services).
It has been established that the work carried out in this area does not always meet the requirements of the legislation.
For instance, during supervisory activities, violations were identified in the activities of anti-corruption commissions established in agricultural enterprises, including shortcomings in the commission's work planning and breaches of meeting schedules.
In a number of agricultural enterprises, the work on familiarizing public officials with the list of anti-corruption restrictions established by law has not been properly organized.
For reference: pursuant to Articles 1 and 16 of the Law of the Republic of Belarus of July 18, 2015 No. 305-Z "On Combating Corruption," a public official undertakes to comply with the restrictions established by Articles 17-20 of the said Law, as well as the procedure for preventing and resolving conflicts of interest provided for by Article 21 of the Law, and is informed of the legal consequences of non-fulfillment of this undertaking. The undertaking is formalized in writing by the organization's human resources department.
For example, at one of the enterprises, the HR department did not obtain commitments from the chief zootechnician, the deputy director for animal husbandry, the mechanization engineer, and the supervisors of production teams in animal husbandry who were vested with organizational and administrative powers.
Also, during the inspection conducted by the prosecutor's office, systemic violations of the legislation on the procurement of goods (works, services) were revealed. There are instances where organization specialists conducted single-source procurement procedures when grounds existed for competitive public procurement procedures for goods (works, services). In this regard, by the order of the district prosecutor's office, the illegal procedures were canceled.
Based on the results of the inspection, the district prosecutor's office submitted a representation to the Verkhnedvinsk District Executive Committee, demanding measures to eliminate the established violations of the legislation on combating corruption.
The execution of the prosecutor's supervision act is under control.
