A child being outside the dwelling at night is the responsibility of the parents
The presence of minors outside their place of residence during nighttime hours is a significant concern. Such children are at great risk and can easily become targets for unlawful acts by third parties.
Article 30-1 of the Law of the Republic of Belarus of May 31, 2003 No. 200-Z "On the Fundamentals of the System for the Prevention of Neglect and Delinquency of Minors" stipulates that minors under the age of sixteen (with the exception of minors with full legal capacity) are prohibited from being outside their place of residence between the hours of twenty-three and six without the accompaniment of parents (adoptive parents), guardians, or custodians, or without being accompanied by an adult authorized by them.
An internal affairs officer who discovers a minor shall ascertain the minor's surname, given name, patronymic, date of birth, and the surname, given name, patronymic, and registration details of the parents, guardians, or custodians, and shall hand over the minor to their parents, guardians, or custodians, or to an adult authorized by them.
It is important to note that parents of a minor found in violation will be held responsible in accordance with Part 2 of Article 10.3 of the Code of the Republic of Belarus on Administrative Offenses. The penalty under this article provides for the imposition of an administrative penalty in the form of a fine of up to two base units.
To avoid such situations, parents must pay closer attention to their children and not allow them to be outside unaccompanied by adults during nighttime hours.
