Prosecutorial supervision in the agro-industrial complex

The Prosecutor's Office of the Verkhnedvinsk district consistently carries out supervisory measures to suppress violations of legislation in the agro-industrial complex sector.

 

 The prosecutor's office pays special attention to issues related to unproductive livestock culling, concealment of animal deaths, and ensuring proper operating conditions for livestock facilities.

Over 6 months of 2025, the district prosecutor's office conducted 3 inspections of compliance with legislation on property preservation in the district's agro-industrial complex. As a result, 3 submissions on identified legislative violations were made to the Verkhnedvinsk District Executive Committee, 13 resolutions were issued, 42 individuals were brought to disciplinary action, 2 individuals to administrative action, and 25 individuals to material liability at the prosecutor's request. The amount of damages compensated by the guilty parties at the request of the district prosecutor's office exceeded 15,000 rubles.

During supervisory activities, the following most common violations are identified: keeping livestock in unsanitary conditions, violations of animal feeding technologies, and the absence of sufficient feed for adult animals and young cattle. Livestock facilities of certain agricultural enterprises are cluttered with construction and household waste, and some farms are in a dilapidated state and require repair.

The analysis of identified violations indicates that they are repetitive year after year, stem from non-compliance with technological regulations, often do not require significant financial costs, and are related to a lack of proper labor and performance discipline.

The current situation in the district's agricultural organizations has become possible, in part, due to the weakening of the control function by the district veterinary station.

The consequence of systemic violations in the maintenance and feeding technology of livestock in certain agricultural organizations of the district is an increase in unproductive animal culling.

In the Verkhnedvinsk district, there has been a significant increase in cattle mortality in recent years. At the same time, control measures carried out by the district prosecutor's office have shown that the actual livestock mortality is significantly higher.

In June of the current year, the district prosecutor initiated 2 criminal cases against 3 specialists of an agricultural enterprise in the district for committing a crime under Part 2 of Article 427 of the Criminal Code of the Republic of Belarus (entry by an official or other authorized person of knowingly false information and records into official documents, committed out of mercenary or other personal interest, with the aim of distorting state statistical reporting data (official forgery).

In the current year, as a result of control and supervisory measures, numerous instances of violations of the requirements of the Law of the Republic of Belarus "On Identification, Registration, Traceability of Farm Animals (Herds) and Traceability of Products of Animal Origin" have been identified.

Such manipulations create preconditions for illegal activities in the livestock sector, including the theft and concealment of cattle mortality.

Prosecutorial response measures have been taken regarding the identified violations.

Issues of compliance with property protection legislation, including in agro-industrial complex organizations, remain
under the control of the district prosecutor's office.
