Lukashenko presented doctoral diplomas and professor certificates
President of Belarus Alexander Lukashenko presented Doctor of Sciences diplomas and Professor certificates to scientific and scientific-pedagogical workers. The solemn ceremony took place at the Palace of Independence, a BELTA correspondent reports.
Alexander Lukashenko stated that in the coming years, the intellectual modernization of the domestic economy needs to be significantly accelerated. "Only with such a strategy is a breakthrough possible, ensuring a new quality of life. And, I would even say, the survival of any society," the head of state is confident.
"In the near future, we will meet with the scientific community at the National Academy of Sciences and discuss in detail the issues that exist today. But I want to clearly state my position once again. Our priority is applied scientific research in those areas where we have serious competencies and which are in demand by the economy and life itself. We will always find funds for these tasks and create the most favorable conditions for scientists," the Belarusian leader assured.

The Head of State awarded doctoral degrees to 11 scientists.
Among them is Alexander Polyakov, Doctor of Physical and Mathematical Sciences, Associate Professor, Head of the Department of Physics and Aerospace Technologies at Belarusian State University. He was awarded the degree of Doctor for the development of the theory of optical signal recirculation in closed fiber-optic systems with spectral separation of information channels. The obtained results form the basis for creating measuring instruments for various physical quantities. They can be used in specialized optical processors, laser space communication, and underground fiber perimeter security systems for monitoring approaches to restricted areas of regulated and strategic facilities.
Siamak Nasser Shahab, Associate Professor, Head of the Department of Environmental Chemistry and Biochemistry at the A.D. Sakharov Institute of Belarusian State University, was awarded the degree of Doctor of Chemical Sciences for the development of physicochemical principles for creating film polarizers based on colored polymers and polymer composites for liquid crystal displays and optoelectronic devices. The results have been used in the production of polaroids for dosimeters, document authenticity verification devices, and flaw detectors.
Ivan Polevoda, Associate Professor, Head of the University of Civil Protection of the Ministry of Emergency Situations, was awarded the degree of Doctor of Technical Sciences for the development of a comprehensive assessment of the fire resistance of modern building structures made of high-strength, modified, and centrifuged concretes, as well as thin-walled and prestressed structures. The regularities of their behavior and failure mechanisms during fires have been established, and methods for determining fire resistance limits and effective fire protection solutions have been developed. This allows for the modeling of building life cycles in special fire design scenarios and ensures the fire safety of buildings and structures.
Viktor Bogdan, Associate Professor, Head of the Flax Breeding Laboratory at the Flax Institute, was awarded the degree of Doctor of Agricultural Sciences for new scientific and practical results in flax breeding, including the creation of a flax genetic fund (628 samples from 33 countries) and the identification of genes for economically useful traits.
Another Doctor of Agricultural Sciences is Alexander Zaprudsky, Associate Professor, Director of the Institute of Plant Protection of the National Academy of Sciences of Belarus. The degree of Doctor of Historical Sciences was awarded to Associate Professor, Rector of Yanka Kupala Grodno State University, Irina Kiturko, for her research on the activities of the state customs service in 1764-1795. The obtained results are used in university teaching, as well as in the creation of museum exhibitions and popular science publications on national history.
The degree of Doctor of Medical Sciences was awarded to Associate Professor, Professor of the Department of Obstetrics and Gynecology of the Institute for Advanced Training and Retraining of Healthcare Personnel of BSMU, Irina Veres, for the development and implementation in practical healthcare of a new set of programs for the diagnosis, prognosis, and treatment of postpartum endometritis. The application of this set allows for the early detection of this pathology and timely initiation of therapy, proving its effectiveness in reducing maternal morbidity by 2.4 times and improving women's reproductive health.
The degree of Doctor of Medical Sciences was awarded to Associate Professor, Professor of the Department of Psychiatry, Narcology, Psychotherapy, and Medical Psychology with a course of advanced training and retraining at BSMU, Tatyana Emelyantseva, for the development and implementation of methods for diagnosis, rehabilitation and habilitation, and medico-social expertise of children with attention deficit hyperactivity disorder (ADHD), as well as with other neurodevelopmental disorders, including autistic spectrum disorders. The implementation of the developed rehabilitation and habilitation program allows for a reduction in the recovery period of life activities for children with ADHD by up to 5 years.
Another Doctor of Medical Sciences is Associate Professor, Deputy Dean of the Faculty of General Medicine at BSMU, Alexey Kadushkin. The degree was awarded to him for the development of a method for predicting the effectiveness of glucocorticoid use in patients with exacerbation of chronic obstructive pulmonary disease. The method allows for personalized treatment of patients suffering from this disease.
The degree of Doctor of Medical Sciences was also awarded to Associate Professor, Head of the Department of Military Field Surgery of the Military Medical Institute of BSMU, Dmitry Klyuyko, for the development, scientific substantiation, and implementation in clinical practice of a new personalized approach to providing medical care to patients with adhesive disease of the abdominal organs. This has led to the absence of fatal outcomes and a reductionto reduce the number of postoperative complications by 3.4 times.
The Rector of Vitebsk Medical University, Alexey Chukanov, also became a Doctor of Medical Sciences for the development and implementation into clinical practice of inter-district resource centers for prenatal diagnostics of the Republic of Belarus, highly effective methods of prenatal diagnosis of fetal malformations, which contribute to the reduction of prenatal losses and childhood disabilities.
