The main causes of drowning are alcohol consumption, violation of rules of conduct and safety measures, swimming of children without adult supervision, and swimming in unauthorized areas.
Organized public recreation areas on water bodies in the Verkhnedvinsk district include specially equipped beaches on the Western Dvina River near the city park in Verkhnedvinsk and on Lake Osvyanskoye in the urban-type settlement of Osvy in the vicinity of Profintern Street. Swimming is prohibited in water bodies equipped with warning banners "SWIMMING PROHIBITED!". It should be remembered that Article 24.42 of the Code of Administrative Offenses of the Republic of Belarus provides for liability for swimming in prohibited areas of rivers, lakes, or other water bodies in the form of a fine from one to three basic units.
For petty hooliganism under Article 19.1 of the Code of Administrative Offenses, a fine of two to thirty basic units, or community service, or administrative arrest is provided. For drinking alcoholic, low-alcohol beverages or beer, consumption of narcotic drugs, psychotropic substances or their analogues, or appearing in a state of alcoholic intoxication in public places under Article 19.3 of the Code of Administrative Offenses, a fine of up to eight basic units is imposed.
If such violations are repeated within a year after administrative penalties, the fine increases from two to fifteen basic units, and community service or administrative arrest are also provided. As a rule, these offenses are committed due to carelessness, recklessness, feigned bravado, inability to reason soundly and adequately assess the situation due to alcohol intoxication.
In addition to legal consequences, such behavior can lead to tragedies. The maintenance of public order on beaches and in public recreation areas will always be under the close attention of police officers during patrols and with the help of video surveillance systems.
