The Verkhnedvinsk District Executive Committee has adopted a decision to prohibit access to water bodies within the district. The corresponding decision was signed on November 29, 2024.

According to the decision, citizens are prohibited from going out on the ice during the autumn-winter period of 2024/2025 until the ice thickness reaches 7 cm, as well as during the period of intensive melting and ice destruction in the winter-spring period.

Responsible services are instructed to conduct preventive work among the population and in educational institutions of the district, and competent services – Verkhnedvinsk OSVOD and BOOR – are required to conduct raids to identify "extreme fishermen" with preventive work. Verkhnedvinsk ROVD and ROChS, OSVOD must carry out raids during the specified period to prevent citizens from going out on the ice.
