In the territory of the Verkhnedvinsk district and the city of Verkhnedvinsk, from August 21 to 25, a special comprehensive event "Teenager" (hereinafter - SCE "Teenager") will be implemented.
The main goal is the prevention of juvenile neglect and offenses in general, as well as the preventive impact on minors prone to committing unlawful acts, and control over adolescents in respect of whom the juvenile inspection department of the Verkhnedvinsk District Executive Committee's Internal Affairs Department is conducting individual preventive work.
Objectives set for the "Teenager" Youth Crime Prevention Program:
— comprehensive application of measures to prevent juvenile neglect and offenses;
— increasing the level of interaction between bodies, institutions, and other organizations involved in the prevention of juvenile neglect and offenses;
— conducting a large-scale information and prevention campaign, eliminating or minimizing the causes and conditions that contribute to the emergence of negative phenomena in the adolescent environment.
During the summer holidays, due to the lack of control from educational institutions, as well as the lack of summer employment for children, a large amount of free time appears, and consequently, many temptations: in peer groups, there are offers to try smoking, including electronic cigarettes, to use drugs, to drink beer "for a mood," or even something stronger. And when intoxicated, it often leads to daring acts, and hence – committing offenses and crimes.
In the evening and at night, police officers will carry out raid activities in places of youth concentration, including discos and entertainment venues in the city and district.
The juvenile inspection department of the Verkhnedvinsk District Executive Committee's Internal Affairs Department reminds that drinking alcoholic beverages in public places or appearing in a public place while intoxicated is punishable under Article 19.3 of the Code of Administrative Offenses of the Republic of Belarus: a fine of up to two basic units.
The general age for bringing to administrative responsibility, including for the above-mentioned act, is sixteen years of age. In case of detention of a minor drinking alcoholic beverages in a public place who has not reached the age of 16 at the time of the act, an administrative protocol is drawn up under Part 1 of Article 10.3 of the Code of Administrative Offenses of the Republic of Belarus against the legal representatives of the minor, who may be subject to a fine of up to ten basic units.
Please note: children under 16 years of age are prohibited from being outside their homes without the accompaniment of parents or legal guardians during nighttime hours from 11:00 PM to 6:00 AM.
