On the registration (deregistration) of vehicles

The following information is provided for the guidance of managers and specialists of dangerous goods transport entities in the field of dangerous goods transportation.

By Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 28.12.2023 No. 72, amendments have been made to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 11.02.2022 No. 17 "On Approval of Administrative Procedure Regulations", concerning the registration (deregistration) of vehicles transporting dangerous goods.

To obtain a registration card for a mechanical vehicle, trailer, and semi-trailer used for the transportation of dangerous goods, the following documents must be submitted to the State Industrial Supervision Authority:

for tanks, tank-vehicles, and multiple-element gas containers (hereinafter referred to as tanks) – operational documents (inspection certificates, passport, operating manual, service book, or their duplicates), and for tanks manufactured after March 27, 2022, – type approval
copies of documents certifying the compliance of the specialized vehicle with the requirements of the technical regulations of the Customs Union and (or) the Eurasian Economic Union, in respect of which the technical regulations of the Customs Union and (or) the Eurasian Economic Union have entered into force, the scope of which extends to it and the compliance with the requirements of which it is subject to, with the exception of vehicles put into circulation before the entry into force of the technical regulations of the Customs Union and (or) the Eurasian Economic Union

To make changes to documents related to the registration of a mechanical vehicle, trailer, and semi-trailer used for the transportation of dangerous goods, the following documents must be submitted to Gospromnadzor:

copies of documents confirming the compliance of the specialized vehicle with the requirements of the technical regulations of the Customs Union and/or the Eurasian Economic Union, for which the technical regulations of the Customs Union and/or the Eurasian Economic Union, which apply to it and whose compliance it is subject to, have entered into force, with the exception of vehicles put into circulation before the entry into force of the technical regulations of the Customs Union and/or the Eurasian Economic Union
for vehicles intended for the carriage of dangerous goods of class 7, a sanitary passport for specialized transport for the permanent carriage of radioactive substances and materials, devices and installations with radiation sources, and radioactive waste

for vehicles intended for the carriage of dangerous goods of class 7, a sanitary passport for specialized transport for the permanent carriage of radioactive substances and materials, devices and installations with radiation sources, and radioactive waste

The owner of a specialized vehicle that is not permitted for further operation (has not undergone required inspections and tests, has reached its service life, has been deregistered with the State Automobile Inspectorate, etc.) is obliged to deregister the said vehicle with the State Industrial Supervision within a three-month period. To do this, the following documents must be submitted to the State Industrial Supervision:
