On February 23, a Unified Road Safety Day will be held in the Republic of Belarus under the slogan "Don't Remain Indifferent!", aimed at preventing incidents where participants leave the scene of a road traffic accident.
The Traffic Regulations clearly define the specific actions of a driver after a road traffic accident. The vehicle must be stopped. It, as well as other objects related to the accident, must not be moved or removed.
It is necessary to turn on the hazard lights and place a breakdown warning triangle (a lamp with a flashing red light) at a distance of at least 15 m from the vehicle in populated areas and 40 m outside populated areas, while remaining at the scene of the road traffic accident, if possible, off the roadway.
If there are victims, all measures must be taken to provide them with the necessary assistance. An ambulance should be called, and the incident should be reported to the police.
Persons who leave the scene of a road traffic accident may be subject to both administrative and criminal liability. The Code of the Republic of Belarus on Administrative Offenses provides for a fine ranging from FIVE to TWENTY-FIVE base units or deprivation of the right to engage in certain activities for up to TWO years for a driver leaving the scene of a road traffic accident in which they are involved, in cases where this is prohibited by legislative acts (minor bodily harm is caused to the victim, or damage to vehicles or other property occurs).
If the driver knowingly leaves a victim in a state dangerous to life or health, they will bear criminal responsibility. The penalty for such an act is arrest, restriction, or imprisonment for up to three years with a fine. The Traffic Regulations also provide for an exception when it is permissible to leave the scene of a road traffic accident.
If only two vehicles are involved in a road traffic accident and no road users are injured, drivers have the legal right to resolve the incident by completing an insurance notification or the so-called "Europrotocol".
