On informing on issues of knowledge testing
One of the common violations is the failure of responsible persons to undergo unscheduled knowledge testing on industrial safety issues. The Vitebsk Regional Department of Gosgortechnadzor reminds.
In accordance with paragraph 11 of the Instruction on the procedure for training and testing knowledge on industrial safety, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 6, 2016 No. 31 (hereinafter referred to as the Instruction), one of the cases for conducting unscheduled knowledge testing for persons specified in subparagraphs 4.1, 4.3 - 4.5 of paragraph 4 of the Instruction is the adoption (amendment) of legislative acts in the field of industrial safety.
For reference:
4.1. heads and specialists, with the exception of persons specified in subparagraphs 4.3 - 4.5 of this paragraph:
carrying out management and appointed in the prescribed manner as responsible for carrying out work when performing work and (or) providing services that constitute activities in the field of industrial safety (hereinafter referred to as heads and specialists carrying out work management);
performing work that constitutes activities in the field of industrial safety;
4.3. employees of the industrial safety service (industrial safety engineer, responsible person entrusted with the relevant duties for ensuring industrial safety) (hereinafter referred to as persons responsible for carrying out industrial control);
4.4. persons responsible for safe operation;
4.5. chairman of the commission for testing knowledge on industrial safety issues, created in the industrial safety entity, its structural unit, including a separate one.
In accordance with paragraph 13 of the Instruction, teachers undergo unscheduled knowledge testing when legislative acts in the field of industrial safety that they teach are amended.
