On the procedure for referring citizens for sanatorium-resort treatment

The Representation of the Vitebsk Regional Department of the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population (hereinafter referred to as the Representation) hereby informs.

The procedure for directing citizens to sanatorium-resort treatment and health improvement at the expense of the republican budget is carried out on the basis of Decree of the President of the Republic of Belarus No. 542 of 28.08.2006 "On Sanatorium-Resort Treatment and Health Improvement of the Population" (hereinafter referred to as Decree No. 542) and the Law of the Republic of Belarus No. 239-Z of 14.06.2007 "On State Social Benefits, Rights and Guarantees for Certain Categories of Citizens" (hereinafter referred to as the Law).

In order to improve the regulation of relations in the field of sanatorium-resort treatment and health improvement of the population, on 02.11.2023, the President of the Republic of Belarus signed Decree No. 343 "On Amendments to Decrees of the President of the Republic of Belarus" (hereinafter referred to as Decree No. 343), on the basis of which amendments will be made to Decree No. 542. Decree No. 343 will come into force on January 1, 2024, and applies to relations that arose from the date of its entry into force.

Regarding changes in the approaches to sanatorium-resort treatment and health improvement of persons who independently pay mandatory insurance contributions for social insurance to the budget of the fund, the following have been introduced:

1. the aforementioned persons are entitled to sanatorium-resort treatment and health improvement, provided that mandatory insurance contributions for social insurance to the budget of the fund have been paid for at least 183 calendar days of the previous calendar year or for the entire period from the date of registration as a payer of mandatory insurance contributions until the end of that year;
2. for the purposes of Decree No. 343, the average monthly monetary income of the aforementioned persons for the 12 calendar months preceding the month of voucher issuance is recognized as equal to the nominal accrued average wage of employees of the Republic of Belarus for the year before the last month relative to the month of voucher issuance;
3. unless otherwise provided by Decree No. 343, sanatorium-resort treatment or health improvement is provided to the aforementioned persons no more than once every four years;
4. according to paragraph 7 of Decree No. 343, the aforementioned persons who are disabled persons of group I and II are entitled to priority free sanatorium-resort treatment no more than once every two years.
