The Council of Ministers approved the plan for the preparation of draft legislative acts by state bodies in 2026
The plan for the preparation (participation in the preparation) of draft legislative acts by republican government bodies in 2026 has been approved by the Resolution of the Council of Ministers of the Republic of Belarus dated December 20, 2025, No. 738, reports BELTA with reference to the National Legal Internet Portal. The document provides for the preparation of draft laws on amendments to the Tax and Housing Codes, and the Code on Architectural, Urban Planning, and Construction Activities. It is also planned to prepare a Health Code and an Environmental Code.
Draft laws will be prepared on amendments to the laws "On the Council of Ministers of the Republic of Belarus," "On Trade Unions," "On State Awards of the Republic of Belarus," "On Local Government and Self-Government in the Republic of Belarus," "On the Securities Market," "On the Carriage of Dangerous Goods," "On Licensing," "On Insolvency Regulation," and others. The Resolution also defines the preparation of draft laws "On Aquaculture," "On Civil Protection," and the concept of a draft law "On Volunteer Activities."
In addition, the preparation of two decrees of the Head of State is planned, one of which provides for the amendment of Decree No. 166 of May 12, 2017, "On Improving the Special Legal Regime of the Sino-Belarusian Industrial Park "Great Stone." Republican government bodies are instructed to ensure the timely and high-quality preparation of draft legislative acts provided for by the plan, their coordination with interested parties, and submission to the Council of Ministers within the specified deadlines. The Resolution comes into force on December 24, 2025.
