The 45th session of the Interstate Council for Geodesy, Cartography, Cadastre and Remote Sensing of the Earth of the CIS member states was held in Vitebsk
Chairman of the Regional Executive Committee Alexander Subbotin met with the heads of cartographic and geodetic services of Belarus, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Azerbaijan.
The head of the region welcomed the guests, emphasizing that the service is so multifaceted that it is difficult to even imagine the volume of work that has to be done. It is difficult to imagine life without navigators, digital maps, and various data that influence modern logistics, economy, agriculture, and the lives of ordinary citizens, he noted. The law adopted in 2022, which regulates land legislation and allows for the so-called land amnesty, helps to solve a number of pressing issues in land management, construction, and in the tax and budget spheres. This would be impossible without the collected data from cadastral records, remote sensing of the Earth, and registration of various rights, and common approaches to information processing.
– A field of activity such as precision farming would also be impossible without all of the above, – emphasized Alexander Subbotin. – Vitebsk region is trying not to lag behind modern achievements, including in agriculture. Using the example of the agricultural enterprise "MazolovoGaz", guests will learn about the developments in the field of precision farming, agromanagement, and the use of unmanned aerial vehicles.
Partly for this reason, a session of the Interstate Council, which has competencies in the field of precision farming, is being held in the Vitebsk region, emphasized the Chairman of the State Committee for Property of Belarus Dmitry Matusevich. Working groups are active in all areas – geodesy, cartography. The specialists are highly specialized, so the exchange of experience and modern technologies is very important in order to implement joint projects based on them.
One such project planned in the CIS countries is the creation of a geoportal on land and property issues. As for the Vitebsk region, in accordance with the new land legislation, work is underway on land amnesty. In Belarus, a total of 275,000 cases of land encroachment and other violations have been identified. Local authorities must carry out administrative procedures in accordance with the law.
– The Interstate Council of CIS Countries for Geodesy and Cartography has been operating for just over 30 years. Our countries exchange experience in this field on a systematic basis, – emphasized the head of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr), Oleg Skufinsky. – Rosreestr has actually served as the secretariat for the Interstate Council of CIS Countries for six years. Starting this year, we have officially entered this status. We are working in close cooperation with our Belarusian partners. Together with Alexander Subbotin, we discussed the importance of creating a seamless open data space for both people and the economy. This refers to the CIS countries' geoportals for spatial data. The implemented project will allow our people to make decisions in life situations. This includes finding a place to study, implementing investment projects, and searching for tourist routes. Such decisions in life situations will be made on a unified electronic mapping basis. We are launching the project into pilot operation in 2024, and into industrial operation in 2025. Together with our Belarusian partners, we are currently forming a prototype of such a portal.
In addition to professional dialogue, guests will have the opportunity to learn about the culture of the Vitebsk region, which has deep roots. Among the notable sites are the Mark Chagall House-Museum and a trip to Polotsk, where the geographical center of Europe is located.
Information about such sites will be posted on the geoportal. It is important that not only residents of Belarus know about them, but also residents of Kamchatka, Tajikistan, and Uzbekistan can quickly buy a ticket and visit the place that interests them. And this is the main thing.
