Issues of socio-economic development of Novopolotsk, Polotsk and Orsha districts, and preparation for the new heating season were considered at a meeting of the regional executive committee.

Before proceeding to the agenda items, the Chairman of the regional executive committee, Alexander Subbotin, congratulated and presented a Certificate of Honor to the Chairman of the Vitebsk District Executive Committee, Gennady Sabynich, and also presented a certificate to Boris Efremov, appointed as the Chairman of the Committee for Labor, Employment and Social Protection of the regional executive committee.

Novopolotsk, Polotsk and Orsha districts are significant for the Vitebsk region, as they concentrate the main large enterprises. These regions are centers of industrial growth, beacons in the agricultural sector, the head of the region emphasized. But not everything is so positive in meeting the forecast indicators. The analysis showed that the Novopolotsk City Executive Committee, the Orsha and Polotsk District Executive Committees are taking insufficient measures to ensure the advanced development of the territories compared to the regional average indicators.

The reasons for the current situation, and what is being done to reach a higher level and rhythmic work were discussed in their speeches by the Chairman of the Novopolotsk City Executive Committee, Dmitry Demidov, the Chairman of the Orsha District Executive Committee, Igor Isachenko, and the Chairman of the Polotsk District Executive Committee, Igor Markovich.

The Deputy Chairman of the Committee for Architecture and Construction of the regional executive committee, Alexander Nefedov, reported on the results of the heating season and preparation for work in the autumn-winter period of 2023–2024.

"The heating season is over. We are preparing for the next one" – this is the principle of the cycle of work in the region's fuel and energy complex. A good host, as the folk proverb says, repairs the sleigh in the summer to move around without problems in the winter. And in order for the citizens and the economy of the Vitebsk region to be reliably supplied with fuel and energy for warmth, comfort, and normal working conditions, it is necessary to establish the clear functioning of the gas transportation, energy, and engineering systems.

In particular, as noted by Alexander Nefedov, enterprises of the fuel and energy complex and housing and communal services as a whole acted as reliable suppliers of fuel and energy. The duration of the 2022–2023 heating season was 198 days, which is almost 20 days less than the previous one. All enterprises received readiness passports on time and carried out repairs and replacements of gas, heat, and electrical networks, as well as main auxiliary equipment of power plants and boiler houses. This allowed the campaign to be carried out without failures, emergency situations, and disconnections from power supply sources.

At the same time, there were unforeseen situations. Thus, due to external corrosion of the pipeline in the service area of the Orsha CHPP branch, the supply to 30 facilities was interrupted, including a kindergarten, two colleges, and two dormitories. In January, for the same reason, in the service area of Vitebsk Heat Networks, the heat supply to 49 facilities stopped, including 38 residential buildings, a kindergarten, and a school. Due to a natural disaster – heavy precipitation in the form of wet snow – the power supply was disrupted in the settlements of Polotsk, Orsha, and Glubokoye districts.

UP Vitebskoblgaz spent about 20 million rubles on preparing gas supply systems for the past heating season. This year, it is planned to allocate no less. The enterprise regularly carries out technical maintenance, repair, and diagnostics of gas supply systems, and replaces obsolete equipment and equipment that has exceeded its service life. All this allows for uninterrupted gas supply to consumers in the region.

As for the housing and communal services system, a lot of work has also been done here to prepare for the heating season. Approximately 100 thousand square meters of roofing were repaired. The same task is set for this year.

Great attention was paid to converting boiler houses to local types of fuel. In particular, utility workers installed 4 boilers operating on local fuels with mechanized loading in two boiler houses in Postavy and Tolochin districts.

For the upcoming period, the task is set not to slow down the pace, to create fuel reserves on time from all sources of funding. It is necessary to carry out the reconstruction and new construction of 37 km of heating networks, convert about 300 apartments from liquefied to natural gas, and by the end of the year, ensure the commissioning of boilers operating on local fuels with mechanized loading in the Agros boiler house of VPKiTS, Tsentralnaya in Liozno district, and Trosnitskaya in Polotsk district.

Approximately 10 million rubles have already been allocated for repair work for the upcoming autumn-winter period. A total of 91.5 million rubles are planned to be spent on measures provided by "Vitebskenergo" and 20 million rubles by "Vitebskoblgaz".

For your information. By September 1 of the current year, operating enterprises must obtain readiness certificates for the autumn-winter period for heat sources and housing stock from the "Gosenergo-Gaznadzor" branch for the Vitebsk region.
