Chairman of the District Council of Deputies, based on Art. 22 of the Law of the Republic of Belarus "On Local Government and Self-Government in the Republic of Belarus":

  • Heads the Council, manages its work, ensures interaction with the relevant executive committee;
  • Represents the Council in relations with other state bodies, other organizations and citizens;
  • Approves the staffing of the relevant Council;
  • Convenes sessions of the Council, organizes work on the preparation of Council sessions, chairs Council meetings;
  • Organizes control over the implementation of Council decisions;
  • Appoints and dismisses employees of the Council apparatus, concludes (extends, terminates) labor contracts (contracts) with them, applies incentive measures, disciplinary penalties to them;
  • Invites representatives of other Councils, executive and administrative bodies, other organizations, bodies of territorial public self-government, as well as citizens to Council meetings;
  • Sends draft Council decisions for consideration by standing commissions, gives instructions to the chairpersons of standing commissions;
  • Signs decisions, minutes of Council meetings, issues orders;
  • Organizes the consideration of inquiries from Council deputies;
  • Organizes the work of the Council on considering appeals from citizens and legal entities, maintaining a book of remarks and suggestions, and carrying out administrative procedures. If necessary, makes proposals on such appeals for consideration by the Council session;
  • Carries out personal reception of citizens and representatives of legal entities;
  • Reports to the Council on the state of affairs in the relevant territory and on other matters within its competence, submits reports on its activities to the sessions of the Council as necessary, but at least once a year, and also informs citizens about the state of affairs in the relevant territory;
  • Exercises other powers provided for by this Law and other legislative acts;
  • Submits proposals to the Council for consideration on the annulment of orders of the chairman of the relevant executive committee, decisions of the executive committee, of a lower-level Council, and orders of the chairman of a lower-level Council that do not comply with the legislation;
  • Heads the presidium of the Council, organizes the preparation of its meetings, conducts meetings, signs decisions and minutes of the meetings of the presidium of the Council;
  • Submits reports on the activities of the presidium of the Council to the sessions of the Council as necessary, but at least once a year.
