The objective of the state policy in the area of social support for the population in the Republic of Belarus is to improve the quality of life for socially vulnerable groups of the population, and to more fully satisfy their needs and requirements.

State policy towards people with disabilities is aimed at implementing effective measures for their social protection, ensuring equality and full participation in society. Every person with a disability who is unable to meet their life needs on their own has the right to guaranteed assistance from the state, and everyone is guaranteed rehabilitation assistance. The right to education, employment, the creation of a barrier-free environment for life, and social support is enshrined. The ultimate goal of rehabilitation is to improve the quality of life for people with disabilities, their social integration into society, family, and work collective. The task of rehabilitation is to provide a person with an acceptable quality of life, that is, to achieve satisfaction with one's physical, mental state, and social status.
