Rights and obligations of interested parties in the course of administrative procedures

(Extract from the Law of the Republic of Belarus "On the Fundamentals of Administrative Procedures", Articles 10, 11)

Rights of interested parties

Interested parties have the right to:

  • submit applications to authorized bodies;
  • receive free of charge from authorized bodies, in accordance with the legislation on administrative procedures, the forms (templates) of documents necessary for applying for the performance of administrative procedures;
  • receive explanations of their rights and obligations from authorized bodies;
  • participate in administrative procedures personally and (or) through their representatives, unless otherwise provided by legislative acts;
  • familiarize themselves with the materials related to the consideration of their applications, including documents and (or) information received by authorized bodies from other state bodies, other organizations, necessary for the performance of administrative procedures, make extracts from them, unless otherwise provided by legislation on state secrets, commercial or other secrets protected by law;
  • receive administrative decisions (their copies, extracts from them);
  • withdraw their application at any time before the completion of the administrative procedure;
  • appeal against administrative decisions made;
  • withdraw their administrative complaint;
  • exercise other rights provided for by this Law and other legislative acts on administrative procedures.

Obligations of interested parties

Interested parties are obliged to:

  • treat employees of authorized bodies with respect, and not use obscene or offensive language or expressions towards such employees;
  • submit to the authorized bodies documents and (or) information included in the lists of documents and (or) information submitted by interested parties, as well as documents specified in the second to seventh paragraphs of clause 2 of Article 15 of this Law, in case such documents are requested;
  • pay the fee charged when carrying out administrative procedures;
  • timely inform the authorized bodies about the change of residence (place of stay), location during the administrative procedure;
  • perform other duties provided for by this Law and other acts of legislation on administrative procedures.

Procedure and deadlines for appealing administrative decisions

(Extract from the Law of the Republic of Belarus "On the Fundamentals of Administrative Procedures", Articles 30, 31)

  1. An interested party and a third party have the right to appeal an administrative decision in an administrative (out-of-court) procedure.
  2. An administrative complaint shall be sent to the higher state body (higher organization) or to the state body, other organization, whose competence, in accordance with the legislative acts and resolutions of the Council of Ministers of the Republic of Belarus, includes the consideration of such complaints (hereinafter referred to as the complaint review body).
  3. Appealing an administrative decision in court shall be carried out after appealing such decision in an administrative (out-of-court) procedure, unless otherwise provided by legislative acts.
  4. In the absence of a complaint review body, an administrative decision of an authorized body may be appealed directly to the court.
    Appealing an administrative decision in court shall be carried out in accordance with civil procedural or economic procedural legislation.
  5. An administrative complaint may be filed with the complaint review body within one year from the date of adoption of the appealed administrative decision.
  6. The complaint review body has the right to restore the deadline for filing an administrative complaint in case of missing such deadline for a valid reason (severe illness, long business trip, etc.).

As of July 1, 2026, the Department for Labor, Employment, and Social Protection of the Verkhnedvinsk District Executive Committee has 6189 pension recipients registered, of which 4848 pensioners receive old-age pensions. More than 6 million rubles are spent monthly on the payment of pensions and benefits.

 

Of the total number of pension recipients in the Verkhnedvinsk district registered with the department:

2 are participants of the Great Patriotic War, 14 are former prisoners of fascist concentration camps, prisons, ghettos, and other places of detention.

 

In the first half of 2026, material assistance was provided from the Social Protection Fund of the Population to 150 non-working needy pensioners and disabled individuals in the amount of 20,310 rubles.

 

For January-June 2026, state targeted social assistance (STSA) was provided to 363 citizens in the amount of 263395.17 rubles, including:

- monthly social benefits to 138 citizens in the amount of 150212.76 rubles;

- one-time social benefits to 106 citizens in the amount of 31092.02 rubles;

- for reimbursement of expenses for the purchase of diapers to 101 applicants in the amount of 69503.69 rubles;

- provision of food products for children under two years of age to 18 applicants in the amount of 12586.7 rubles.

Since the beginning of 2026, state targeted social assistance has been provided to 3 citizens returning from places of deprivation of liberty in the amount of 748.85 rubles.

If the subsistence minimum budget increases on February 1, May 1, August 1, November 1, the appointed monthly social benefit is recalculated.

Employment of the population is an important criterion for the social orientation of the economy.

Measures of active policy of the state employment service are aimed at comprehensive assistance to all citizens in finding permanent work, solving employment problems, and returning citizens to work.

For 6 months of 2026, 147 citizens applied to the employment service for assistance in employment, of which 33 were registered as unemployed. Assistance in selecting suitable work is provided on an individual basis in each specific case.

In the first half of 2026, 147 citizens were employed, including 22 unemployed.

As of July 1, 2026, 9 unemployed citizens were registered with the employment department, and the unemployment rate in the district was 0.1% of the economically active population, which does not exceed the permissible level for the district of 0.5%.

In the first half of 2026, 6 cases of work-related injuries were registered in organizations located in the Verkhnedvinsk district, 4 of which are not classified as severe due to the risk to life.
