Decree No. 3 "On Promoting Employment of the Population"

 

In order to implement the Decree of the President of the Republic of Belarus of April 2, 2015 No. 3 "On Promoting Employment of the Population" (as amended by the Decree of the President of the Republic of Belarus of January 25, 2018 No. 1), the Verkhnedvinsk District Executive Committee (hereinafter referred to as the District Executive Committee) by its decision of April 26, 2018 No. 463 established a permanent commission for coordinating the work on promoting employment of the population of the Verkhnedvinsk district.

The commission meetings are held as needed, but no less than twice a month at the address: Verkhnedvinsk, Koperativnaya St., 1, office No. 6 (first floor), on the second and fourth Tuesday of each month from 10:00 to 11:00.

The main task of the commission is to coordinate the work on the implementation of the norms of Decree of the President of the Republic of Belarus of April 2, 2015 No. 3 "On promoting employment of the population" (hereinafter referred to as Decree No. 3), including by means of:

  • Organizing work to assist employable citizens not engaged in the economy in finding employment;
  • Providing consultative, methodological and legal assistance on issues of employment and (or) self-employment;
  • Organizing work to inform (notify) citizens that information about them is contained in the database of employable citizens not engaged in the economy (hereinafter referred to as the database);
  • Forming an electronic list of employable citizens not engaged in the economy who pay for services determined by the Council of Ministers of the Republic of Belarus at prices (tariffs) that ensure full reimbursement of economically justified costs for their provision (hereinafter referred to as cost-reimbursed services), and a list of employable citizens not engaged in the economy who have left the Republic of Belarus and pay for cost-reimbursed services;
  • Reviewing applications from employable citizens not engaged in the economy, or their family members*, for full or partial exemption of such employable citizens from paying for cost-reimbursed services due to being in a difficult life situation (hereinafter referred to as applications), submitted in the form according to Appendix 1 to the Model Regulation on the permanently operating commission for coordinating work on promoting employment of the population, approved by the Resolution of the Council of Ministers of the Republic of Belarus of March 31, 2018 No. 240 "On the permanently operating commission for coordinating work on promoting employment of the population", in accordance with the legislation on administrative procedures;
  • Reviewing requests from district, city (cities of regional and district subordination) executive committees, local administrations of districts in cities, other state bodies (organizations)** for the purpose of providing preferential loans for the construction, reconstruction or acquisition of residential premises (hereinafter referred to as preferential loans), one-time subsidies for the construction, reconstruction or acquisition of residential premises (hereinafter referred to as one-time subsidies);
  • Coordinating large-scale information work to explain the social and labor guarantees provided by the state to citizens, and orienting citizens towards engaging in legal activities;

To implement the assigned tasks, the commission has the right to:

  • Make decisions on the full or partial exemption of employable citizens not engaged in the economy from paying for services with reimbursement of costs due to their difficult life situation upon their applications, or on refusal of such exemption;
  • Upon requests in any form from state bodies and organizations specified in paragraph seven of clause 4 of this Regulation, no later than five working days from the date of receipt of the request, provide information from the database on the classification of citizens as employable citizens not engaged in the economy, and upon requests from these state bodies and organizations, submitted in the form according to Annex 2 to the Model Regulation on the permanent commission for coordinating work on promoting employment of the population, approved by the Resolution of the Council of Ministers of March 31, 2018 No. 240 "On the permanent commission for coordinating work on promoting employment of the population", make decisions for the purpose of providing preferential loans, one-time subsidies on recognizing citizens and (or) employable members of their families:
  • As employable citizens not engaged in the economy, who are in a difficult life situation;
  • Not classified as employable citizens not engaged in the economy – in case the grounds for classifying them as employable citizens not engaged in the economy have ceased to exist as of the date of application for inclusion in the lists for preferential loans, for the provision of one-time subsidies;
  • Refer employable citizens not engaged in the economy to labor, employment and social protection bodies for assistance in employment;
  • When forming the list of able-bodied citizens not employed in the economy who have left the Republic of Belarus and are paying for services with cost reimbursement, to adjust the information formed in the manner established by paragraph 201 of the Regulations on the procedure for classifying able-bodied citizens as not employed in the economy, forming and maintaining a database of able-bodied citizens not employed in the economy, including the interaction of state bodies and organizations for these purposes, approved by the Resolution of the Council of Ministers of the Republic of Belarus of March 31, 2018 No. 239 "On the procedure for classifying able-bodied citizens as not employed in the economy, forming and maintaining a database of able-bodied citizens not employed in the economy, including the interaction of state bodies and organizations for these purposes", by excluding from them information about citizens who have presented documents to the commission confirming the absence of grounds for including them in the list of able-bodied citizens not employed in the economy who have left the Republic of Belarus and are paying for services with cost reimbursement, and (or) their copies;
  • To review the lists of able-bodied citizens not employed in the economy who are paying for services with cost reimbursement, and the lists of able-bodied citizens not employed in the economy who have left the Republic of Belarus and are paying for services with cost reimbursement, formed for previous periods (quarter, month) (hereinafter – lists for previous periods), by including able-bodied citizens not employed in the economy in accordance with the legislation in force on the date of formation of such lists;
  • To review the lists for previous periods by excluding from them able-bodied citizens who have presented documents to the commission confirming the absence of grounds for including them in the lists for previous periods, and (or) their copies;
  • To request, free of charge, information from state bodies and other organizations, regardless of ownership, and officials on issues related to the commission's activities;
  • To involve specialists and experts to prepare conclusions on issues relevant to the commission's activities;
  • To interact with employers on the employment of able-bodied citizens not employed in the economy for temporary and (or) permanent work in available vacancies and created jobs;
  • Interact with territorial bodies of internal affairs in conducting preventive work aimed at the resocialization of individuals leading an antisocial lifestyle, in the manner determined by the Ministry of Labor and Social Protection and the Ministry of Internal Affairs;
  • Interact with state bodies, other organizations regardless of ownership;
  • Exercise other rights in accordance with the legislation.
