Reception of citizens with applications requiring the performance of administrative procedures is carried out daily on weekdays of the Civil Registry Office.
The Civil Registry Office organizes appointments by prior arrangement and preliminary consultations, which can be conducted both in person and by phone at 8 (02151) 6-37-06 daily on weekdays of the Civil Registry Office.
The person responsible for preliminary consultations and preliminary appointment scheduling, for working with the public on the "single window" application principle, is the head of the Civil Registry Office, Kortenko Elena Nikolaevna.
The Civil Registry Office provides information on the number of applications received for the registration of marriage ceremonies on specific dates, in office No. 97 with the head of the office, Kortenko Elena Nikolaevna, or by phone at 6 37 06.
The Civil Registry Office accepts preliminary appointments for marriage registration applications by phone at 6 37 06.
The Civil Registry Office, at the request of the marrying parties, conducts marriage registration ceremonies on Sundays. New forms of solemn marriage registration have been introduced:
- according to an individual scenario;
- with departure to the place of marriage registration.
These registration forms are provided under an additional agreement, in accordance with the approved tariff and within the established working hours of the Civil Registry Office, provided that the departure of an employee of the Civil Registry Office does not impede its activities.
Departure for marriage registration outside the premises of the Civil Registry Office is carried out within the administrative-territorial unit in which the executive and administrative body, of which the Civil Registry Office is a structural subdivision, is established and operates.
From January 1, 2026, the basic amount will be 45 rubles (approved by Resolution of the Council of Ministers of the Republic of Belarus No. 651 of November 20, 2025).
From January 1, 2025, citizens of the Republic of Belarus, as well as foreign citizens and stateless persons permanently residing in the Republic of Belarus, are obliged to submit information on civil status acts registered abroad to the Civil Registry Offices within 6 months. The procedure for citizens to submit information on civil status acts registered outside the Republic of Belarus, as well as their accounting and processing, is established by Resolution of the Council of Ministers of the Republic of Belarus of December 10, 2024 No. 944
Appeals from citizens, legal entities and individual entrepreneurs within the competence of civil registry offices can be sent in writing by mail, or handed over directly to the Verkhnedvinsk District Executive Committee at the address: Kooperativnaya St., 1, 211631, Verkhnedvinsk, Vitebsk Region.

Appeals from citizens, individual entrepreneurs, and legal entities are considered by the Verkhnedvinsk District Executive Committee on a centralized basis, in accordance with the requirements of the Law of the Republic of Belarus of July 18, 2011 No. 300-Z "On Citizens' and Legal Entities' Appeals", and the Decree of the President of the Republic of Belarus of October 15, 2007 No. 498 "On Additional Measures for Working with Citizens' and Legal Entities' Appeals".
