If the day of personal reception falls on a public holiday or a holiday declared a non-working day by the President of the Republic of Belarus, the day of personal reception is postponed to the next working day (in accordance with part 5 of Article 6 of the Law of the Republic of Belarus of July 18, 2011 No. 300-Z "On Appeals of Citizens and Legal Entities").


In accordance with Art. 20 of the Law of the Republic of Belarus "On Appeals of Citizens and Legal Entities" dated 18.07.2011, the organization's response to an appeal or a decision to leave the appeal without substantive consideration may be appealed to the higher organization - the Department of Internal Affairs of the Vitebsk Regional Executive Committee, located at: Vitebsk, Frunze Ave., 41a.

The organization's response to an appeal or a decision to leave an appeal without consideration on the merits, after appealing to a higher authority, may be appealed to the court in the manner prescribed by law.

An administrative complaint is a complaint against an administrative decision that has been made, filed in an administrative (out-of-court) procedure, and may be filed with the authority considering the complaint within one year from the date of the administrative decision being appealed.

The right to file an administrative complaint is granted to a citizen of the Republic of Belarus, a foreign citizen or a stateless person, including an individual entrepreneur (hereinafter referred to as a citizen), or a legal entity of the Republic of Belarus, another organization that has applied (is applying) for the implementation of an administrative procedure, as well as a citizen or legal entity whose participation in the implementation of an administrative procedure is provided for by legislative acts and whose rights and/or obligations are affected by the administrative decision.

An administrative complaint against an administrative decision made by the Citizenship and Migration Department of the Verkhnedvinsk District Department of Internal Affairs shall be sent to the Department of Internal Affairs of the Vitebsk Regional Executive Committee (Vitebsk, Frunze St., Bldg. 41a, working hours: Monday-Friday from 09:00 to 18:00 (lunch break from 13:00 to 14:00). An administrative decision made by the Citizenship and Migration Department of the Department of Internal Affairs of the Vitebsk Regional Executive Committee shall be appealed to the Ministry of Internal Affairs of the Republic of Belarus.

Appealing an administrative decision in court is carried out after appealing such a decision in an administrative (out-of-court) procedure.

Payments for administrative procedures and services rendered by the citizenship and migration units of the Vitebsk region are accepted in the ERIP system using Internet banking, mobile banking, infokiosks, or other payment devices. It is not required to enter bank account details.

Procedure for making a payment for persons submitting documents in the Vitebsk region:

In the "ERIP tree", in the "Mvd" section, in the "Citizenship and Migration" section, select one of the sections "For citizens of Belarus", "For foreigners with a residence permit" or "For foreigners without a residence permit", in the "Vitebsk region" branch, select the city – district center or Verkhnedvinsk district, the citizenship and migration unit, the rural/settlement council, the settlement and reference center of which the payer will apply to.

Decide on the service. When paying for an additional service, you need to clarify its cost in advance at the relevant citizenship and migration unit of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee.

Follow the payment device prompts to enter the identification (personal) number (for citizens of Belarus and foreigners with a residence permit) or passport number (for foreigners without a residence permit).

- provide their identification (personal) number or passport number (when registering temporary stay of foreign citizens and stateless persons) or ERIP transaction number (issued by the payment device after payment);
- in the "Service marks" section of the relevant application for each service, indicate "paid in ERIP" and provide a personal signature.


Dear citizens!

The citizenship and migration units of the internal affairs bodies provide a service for informing citizens via SMS message to a mobile phone about the readiness of a document (passport of a citizen of the Republic of Belarus, residence permit in the Republic of Belarus, travel document) for issuance. The cost of the service is 3 rubles 60 kopecks per message.

To provide the SMS notification service, you must indicate the full mobile phone number (+375*********), to which the message will be delivered, in the application for the issuance (exchange) of the relevant document, and provide a payment receipt for the service.

In case the phone is out of reach and/or in case of mobile network operator failures, as well as the use of non-certified equipment, message delivery is not guaranteed.

Regarding the receipt of information contained in the database of citizens whose right to leave the Republic of Belarus is temporarily restricted

Information contained in the database is provided to a citizen in the form of a certificate (extract) upon their Personal application to the territorial internal affairs body.

To obtain a certificate (extract) from the database, a citizen must present:

Applicant's identity document;
Identity document of the citizen, whose legal representative the applicant is, and a document confirming the powers of the legal representative, if the certificate (extract) from the database is requested by the applicant in respect of a citizen whose legal representative they are.

Information contained in the database is provided free of charge upon request of a citizen no later than:

One working day from the date of submission of the aforementioned documents by him/her, when applying to the territorial internal affairs body.


Information for citizens of Ukraine

In accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 13.05.2020 No. 362, which comes into force on 01.09.2020, the passport of Ukraine (hereinafter referred to as the internal passport of a citizen of Ukraine) has been excluded from the Appendix to the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Belarus on visa-free travel as a document for entry, transit and stay in the territory of the Republic of Belarus.

In this regard, from September 1, 2020, entry and stay of citizens of Ukraine in the Republic of Belarus with such a passport is impossible and entails administrative responsibility under Part 1 of Article 23.55 of the Code of Administrative Offenses of the Republic of Belarus and the imposition of an administrative penalty in the form of a warning or a fine of up to fifty basic units or deportation.

From September 1, 2020, when presenting an internal passport of a citizen of Ukraine to the citizenship and migration unit for the purpose of carrying out administrative procedures provided for by the List of administrative procedures carried out by state bodies and other organizations upon applications of citizens, approved by Decree of the President of the Republic of Belarus No. 200 dated 26.04.2010, the acceptance of documents will be refused in accordance with paragraph 1 of Article 17 of the Law of the Republic of Belarus "On the Fundamentals of Administrative Procedures".

In case of application of citizens of Ukraine to the internal affairs bodies for a temporary residence permit in the Republic of Belarus and presentation of the aforementioned passport, the said permit will be issued for a period up to September 1, 2020.

The State Border Guard Service of Ukraine will ensure unimpeded passage of citizens of Ukraine holding an internal passport of a citizen of Ukraine when crossing the Belarusian-Ukrainian border from the territory of the Republic of Belarus.

At the same time, in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on the procedure for crossing the Belarusian-Ukrainian state border by citizens residing in border areas, the travel regime to the Republic of Belarus using internal passports and birth certificates (for persons under 18 years of age) remains in force.

On electronic registration of temporarily staying foreigners

Since January 2, 2019, the administrative procedure for the registration of foreign citizens and stateless persons temporarily staying in the Republic of Belarus has been carried out in electronic form on the unified portal of electronic services (Portal.gov.by).

This free service is available to foreigners who have entered the Republic of Belarus through checkpoints across the State Border of the Republic of Belarus. Foreigners arriving in the Republic of Belarus from the territory of the Russian Federation must personally apply to the citizenship and migration unit of the territorial internal affairs body at their place of stay in Belarus for registration.

For electronic registration, a foreigner can create a personal account on the unified portal of services using their email address on a computer, mobile phone, or other device with Internet access. Then, in the personal account, in the "Available Services" tab, select the "Citizenship and Migration" category, order the corresponding service (200.12.14.1), fill out the application, and submit it in electronic form. The result of the administrative procedure will be a notification of the registration of the foreign citizen at the specified address of stay in the Republic of Belarus.

A foreigner's representative (another person) can also register a foreigner on the unified portal of electronic services from their personal account by filling out an application with the foreigner's data.

When temporarily staying foreigners apply in person to the citizenship and migration units of internal affairs bodies, registration is carried out in the previously established manner.

To extend the registration period, a foreigner must personally apply to the citizenship and migration unit of the internal affairs body at their place of stay in Belarus.
