In accordance with Article 14 of the Law of the Republic of Belarus of October 28, 2008 No. 433-3 "On the Fundamentals of Administrative Procedures":

  • An application from an interested party shall be submitted in the Belarusian and (or) Russian languages.
  • Legislative acts and resolutions of the Council of Ministers of the Republic of Belarus, along with the submission of an application from an interested party in written or oral form, may provide for the possibility of submitting such an application in electronic form.
  • An application from an interested party in electronic form shall be submitted through the unified portal of electronic services after gaining access to it:

Without using the identification means specified in the third and fourth paragraphs of this part;

Using the unique identifier of the interested party (except for cases where the interested party is a legal entity). The procedure for obtaining a unique identifier shall be established by the Council of Ministers of the Republic of Belarus;

Using the personal key of an electronic digital signature, the certificate of the corresponding public key of which is issued by the republican certification authority of the State System for Management of Public Keys for Verification of Electronic Digital Signatures of the Republic of Belarus.

The method of access to the unified portal of electronic services for submitting an application from an interested party in electronic form shall be determined by the Council of Ministers of the Republic of Belarus in the list of administrative procedures to be carried out in electronic form through the unified portal of electronic services.

If the legislation on administrative procedures does not specify the information that must be contained in an application of an interested party submitted in electronic form, such application must contain the following information:

  • The name of the authorized body to which the application is submitted;
  • Information about the interested party:
  • Surname, given name, patronymic (if any), place of residence (place of stay) – for an individual who is not an individual entrepreneur;
  • Surname, given name, patronymic (if any), place of residence, registration number in the Unified State Register of Legal Entities and Individual Entrepreneurs, the name of the state body, other state organization that carried out the state registration – for an individual entrepreneur;
  • The name and location, registration number in the Unified State Register of Legal Entities and Individual Entrepreneurs, the name of the state body, other state organization that carried out the state registration – for a legal entity;
  • The name of the administrative procedure for which the interested party is applying;
  • A list of documents and (or) information (if any) submitted with the application of the interested party;
  • Information on the payment of fees charged for the performance of administrative procedures using the automated information system of the unified settlement and information space (transaction number in the unified settlement and information space or a mark of payment made, if indicating this number is not required to confirm the fact of payment) – if the fee is paid using such a system;
  • The signature of the citizen, or the signature of the head of the legal entity or a person duly authorized to sign the application, or the signature of the representative of the interested party.

An application of an interested party submitted in electronic form shall be considered in the manner established by this Law for considering applications submitted in writing, taking into account the specifics provided for by this Law.

Procedure for obtaining a unique identifier

  • The procedure for obtaining a unique identifier is defined by the Regulation on the Procedure for Obtaining a Unique Identifier, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated August 22, 2017 No. 637.
  • A unique identifier is a means of identifying a citizen when carrying out administrative procedures in electronic form through a personal electronic office, for which the legislation on administrative procedures establishes such a form of their implementation.
  • A unique identifier allows you to log in to your personal electronic office on the unified portal of electronic services and perform:
  • Submission (withdrawal) of applications for the performance of administrative procedures;
  • Receipt of administrative decisions (notifications of administrative decisions made);
  • Submission (withdrawal) of administrative complaints in electronic form.

To obtain a unique identifier, you must contact the "one-stop shop" service of the local executive and administrative body at your place of residence, the National Center for Electronic Services, or other state organizations authorized by the Council of Ministers to issue a unique identifier with an identity document.

A unique identifier includes a login (the citizen's account name in OAIS) and a password.

The use of a unique identifier allows a citizen to access their personal electronic office.

A personal electronic office is created automatically at the same time as the citizen obtains a unique identifier.

A citizen has the right to independently change the initial password, as well as subsequently create a new password an unlimited number of times.

Changing the initial password and creating a new one are carried out when authorizing in the personal electronic office.

The notification of receipt is certified by the citizen's signature.

A citizen is refused the issuance of a unique identifier in the following cases:

    • Failure to present an identity document and/or refusal to verify the information provided by the citizen when applying for a unique identifier, in accordance with this Regulation;
    • Submission of an invalid identity document;
    • Possession of a unique identifier;
    • Detection of discrepancies between the citizen's information and the identity document during verification, as per clause 7 of this Regulation.

    A citizen has the right to refuse the use of a unique identifier by submitting a corresponding written application to the issuing service and presenting an identity document.

    A citizen's refusal to use a unique identifier entails the termination of the possibility of carrying out administrative procedures in electronic form through the personal electronic cabinet using the unique identifier as a method of accessing the unified portal. In this case, an employee of the issuing service will initiate the blocking of access to the personal electronic cabinet using the unique identifier.
