In accordance with the requirements of the Regulation on the procedure for organizing and conducting public discussions of environmentally significant decisions, environmental reports on strategic environmental assessment, environmental impact assessment reports, and consideration of adopted environmentally significant decisions, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 14, 2016, No. 458, the Verkhnedvinsk District Executive Committee (hereinafter referred to as the Verkhnedvinsk District Executive Committee) hereby notifies about the public discussion of the environmental impact assessment for the facility "Reconstruction of communication networks of the Vitebsk region. Expansion of subscriber access to the multiservice network using xPON technology in the settlement of Ignalino, Verkhnedvinsk district".

Justification for the necessity of the planned economic activity: Implementation of the State Program "Digital Development of Belarus" for 2021-2025, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated February 02, 2021, No. 66.
Description of the planned economic activity: Laying of fiber-optic communication cables for the xPON distribution network.
Information about the decision to be made regarding the economic and other activities and the state body responsible for making the decision: Decision of the Verkhnedvinsk District Executive Committee of the Vitebsk Region No. 41 dated January 14, 2021, on carrying out design and survey work and construction of the facility.

Implementation period of the planned economic activity: 4th quarter of 2021.

Information about the planned activity and its implementation options
- The project "Reconstruction of communication networks in the Vitebsk region. Expansion of subscriber access to the multiservice network using xPON technology in the settlement of Ignalino, Verkhnedvinsk district" provides for: laying fiber-optic communication cable in existing and planned sewage systems and in the ground from the existing telecommunication cabinet in the settlement of Osveya, Verkhnedvinsk district.
- In settlements, the cable is laid in existing and planned telephone sewage systems or in the ground. The trench is developed manually or mechanically.
Alternative options for the planned activity location
Two options are proposed for the implementation of the planned economic activity:
Option I. The route section from the settlement of Osveya to the settlement of Velikoye Selo runs through meadow and other types of agricultural land belonging to Kupshp "Osvetsky", along the Osvye-Dobropelessy road, on the right side when moving towards the settlement of Velikoye Selo. Further, the proposed construction route to the settlement of Chapaevsky runs on the field side above the aforementioned road, moving away from it to avoid felling of woody and shrubby vegetation on the lands of Ooo "Interservis". The section from the settlement of Tserkovno to the settlement of Ignalino runs on the field side of the R-117 road through agricultural land.
Option II.
- The route section from the settlement of Osveya to the settlement of Velikoye Selo runs on the left side of the Osvye-Dobropelessy road when moving towards the settlement of Velikoye Selo, through lands covered with woody and shrubby vegetation of the protected area of the "Osvyeysky" заказник (nature reserve).
- In the section from the settlement of Velikoye Selo to the settlement of Chapaevsky, the communication cable laying route runs closer to the Osvye-Dobropelessy road through lands covered with woody and shrubby vegetation.
- In the section from the settlement of Tserkovno to the settlement of Ignalino, on the field side of the R-117 road near the Boroki tract, it runs through the lands of the Verkhnedvinskoye forestry or through the lands of Kfh "Ignalino".

Guided by the Regulation on the Procedure for Conducting Public Discussions in the Field of Architectural, Urban Planning and Construction Activities, approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 1, 2011 No. 687 (as amended by the Resolution of the Council of Ministers of the Republic of Belarus of April 22, 2019 No. 256), in order to ensure the right of individuals and legal entities to a favorable living environment in the implementation of architectural, urban planning and construction activities, the Verkhnedvinsk District Executive Committee is conducting public discussions of the urban planning project.

Project Goal
To increase the efficiency of urban territory use, its integrated development, to determine the optimal planning structure and functional development of the territory, to implement housing policy, to improve the architectural and aesthetic appearance of the city, to create a favorable living environment for the population, to plan investment processes in the designed territory.
Notice of the need to change the boundaries of the village of Borovka, Belkovshchinsky rural council, Verkhnedvinsk district
Based on the Law of the Republic of Belarus of May 5, 1998 No. 154-Z "On the Administrative-Territorial Structure of the Republic of Belarus" and the Regulation on the Procedure for Considering the Opinion of Citizens and Local Councils of Deputies when Deciding Issues of the Administrative-Territorial Structure of the Republic of Belarus, approved by the Resolution of the Council of Ministers of the Republic of Belarus of July 6, 2012 No. 623, the Verkhnedvinsk District Executive Committee hereby informs about the necessity of changing the borders of the village of Borovka, Belkovshchinsky rural council, Verkhnedvinsk district, in order to ensure the effective organization of state regulation and management, including in the field of land use and protection.
In accordance with Article 17 of the Law of the Republic of Belarus "On the Administrative-Territorial Structure of the Republic of Belarus", citizens have the right in the sphere of administrative-territorial structure to:
Express their opinions on issues of administrative-territorial structure;
Submit proposals for the establishment, abolition of administrative-territorial and territorial units, the establishment and modification of their borders, the establishment and relocation of administrative centers, and on other issues of administrative-territorial structure to the state bodies specified in Articles 12-15 of this Law;
