The main goals, objectives and areas of activity of the land management department of the Verkhnedvinsk District Executive Committee are:

• Exercising state control over the use and protection of land, over the conduct and quality of land management and land cadastre work;
• Review of materials on the withdrawal and provision of land plots, extension of land plot usage periods, changes in the boundaries of administrative-territorial units, conducting additional approvals of the specified materials with interested parties if necessary and submitting them with a draft decision for consideration by the district executive committee;
• Review of materials on the termination of land rights for grounds defined by legislation and submitting them with a draft decision for consideration by the district executive committee;
• Checking compliance by individuals and legal entities, in the manner established by legislative acts, with legislation on land protection and use;
• Providing tax authorities with information on the availability of land for individuals and legal entities (including the area, functional use and intended purpose of land plots) and information on land plots that are temporarily used and not returned in due time in accordance with legislation, are illegally occupied, are not used for their intended purpose, are not used by legal entities, individual entrepreneurs for more than six months, and by citizens – for more than one year;
• Identification of unused and inefficiently used lands, and submission of proposals for their redistribution to the district executive committee in the prescribed manner;
• Submission of proposals to the State Property Committee for the execution of design, survey, research, and experimental design work related to land management, land cadastre, and geodetic work, as well as land monitoring, use, and protection within the territory of the Verkhnedvinsk district;
• Approval, within its competence, of projects for land reclamation, land improvement, and other land protection and use projects, as well as submission of land management schemes and projects to the district executive committee for decision-making;
• Suspension of land reclamation, land improvement, engineering and geodetic, and other land development and improvement works carried out without appropriate projects or in deviation from them;
• Preparation and submission to the State Property Committee of annual reports on the availability and distribution of lands, on the state control exercised by the service over the use and protection of lands, reclamation of disturbed lands, and removal and use of fertile soil layers;
• Approval of programs, schemes, projects, and plans for the socio-economic development of the Verkhnedvinsk district in the area of land protection and use;
• Study and analysis of the land market, and development of proposals for its development;
• Participation in the acceptance of works on reclamation of disturbed lands, land reclamation, land improvement, and other land development and improvement works;
• Ensuring the storage of land management cases;
• Organization, within its competence, of scientific, technical, and economic cooperation on issues of land protection, rational land use, land management, and state land cadastre;
• Consideration, in accordance with the procedure established by law, of appeals from individuals and legal entities on issues of land management and land use, and conducting citizen reception;
• Control over compliance with land plot allocation in terms of compensation for damages;
• Performance of other functions stipulated by legislation.
