Verkhnedvinsk district is one of the picturesque corners of the Republic of Belarus. It borders the Republic of Latvia (25 km to the border) and the Russian Federation (40 km to the border), as well as with neighboring districts of our republic – Miory (30 km), Polotsk (60 km), and Rossony (60 km).

The district center is the town of Verkhnedvinsk. It is located at a distance of 171 km from Vitebsk, 294 km from Minsk, 667 km from Moscow, and 327 km from Riga.

The Belarusian Railway section Vitebsk - Polotsk - Bigosovo - Daugavpils and the highways R-20 (Latvian direction), R-117 (Russian direction) run through the district.

The area of the district is 2136 sq. km.

The population (as of January 1, 2025) is 18,305 people. The district includes the town of Verkhnedvinsk, the urban-type settlement of Osveya, and 251 rural settlements.

Deposits of peat, clay, dolomitized limestones, construction sands, sapropels, and mineral water constitute the wealth of our subsoil. The district has extensive forest resources. The total reserve of forest timber is 196.1 thousand cubic meters per year. Forests occupy an area of 90.2 thousand hectares – more than 40 percent of the Verkhnedvinsk region.

The district is among the first in the Republic of Belarus in terms of river network density. The Western Dvina River flows here with numerous tributaries. Of the 30 lakes, the largest – Osvyeyeskoye – is the second largest in Belarus, with the country's largest island and an area of 5.3 thousand hectares.

Agriculture plays a leading role in the district's economy, employing over 2,000 people. A modern material and technical and social base has been formed in the agro-industrial complex, and 10 agro-towns have been created. Along with state and cooperative forms of ownership, farming is developing. The district is engaged in the production of grain, potatoes, rapeseed oil, flax products, milk, and beef cattle. The industrial complex of the district is represented by 4 industrial enterprises: (OJSC "Invet", OJSC "Verkhnedvinsk Flax Mill", OJSC "Verkhnedvinsk Butter and Cheese Factory", Verkhnedvinsk GRUPP ZhKKh).

The district's industry is characterized by a high level of concentration of the food industry (its share in the total industrial output is 81.5%). Flax straw and timber processing, as well as the production of plastic products and garments, are also carried out. Industrial enterprises are concentrated in 2 centers of economic growth – in the city of Verkhnedvinsk with its adjacent territories and in the agro-town of Bigosovo.

The "Grigorovshchina" border crossing point is located in the district, with a throughput capacity of up to 600 vehicles per day. Therefore, the development of roadside services is a promising direction for the district.

Tourism infrastructure is actively developing - a base for receiving tourists has been created, including the "Krasny Bor" tourist complex of "Zhemchuzhina Poozeria" LLC. Hunting and fishing services are provided by the institution "Verkhnedvinsk District Organizational Structure" of RGOO "BOOR" and the State Forestry Institution "Verkhnedvinsk Leskhoz".
